(1) For new installations, reconstructions, and capacity expansions, after the power supply plan is determined, the customer service center shall submit the customer relay protection method determined by the design department to the power inspection department for review. The selected relay protection devices and DC power supply devices shall comply with industry standards and design and installation quality requirements. When customers choose imported or new equipment, their protection devices must be coordinated with the power supply company's electrical equipment protection devices and approved by the power inspection department before they can be put into operation.
(2) The setting calculation and approval of the relay protection and automatic devices of the incoming line devices of new installations, reconstructions, and capacity expansions shall be determined by the power supply company. The setting values, acceptance, and testing of the relay protection and automatic devices shall be organized and carried out by the power inspection department, and the necessary supervision and management system shall be established to perform work approval procedures and eliminate irregular behaviors.
(3) For new installations, reconstructions, and capacity expansions, before power is supplied, the customer service center shall submit the customer's power supply line parameters, transformer parameters, operating mode, and primary system wiring diagram in written form to the power inspection department. If the customer has special requirements, a detailed written report shall be submitted.
(4) Before the new installations, reconstructions, and capacity expansions are put into operation, the power inspection personnel shall organize relevant personnel to check whether the power hardware relay protection and automatic devices meet the design requirements, and whether the product quality and installation quality are qualified. Only after acceptance can the relay protection devices and automatic devices be put into operation.
(5) The setting value of the power hardware relay protection device within the customer shall be approved by the power inspection department. If the customer has the ability to set and calibrate by himself, he shall be subject to review and approval by the power inspection department before he can conduct regular tests by himself.
(6) When the customer's self-provided generator is connected to the power system, the switch at the connection and disconnection point and the relay protection mode of the generator, the setting value and test report shall be reviewed and approved by the power inspection department before the generator can be put into operation.
(7) When the customer's electrical equipment with large starting current may affect the protection of the incoming switch, the detailed information of the equipment should be submitted to the power inspection department for review in writing before commissioning. The equipment can only be put into operation after approval.
(8) When the customer's newly installed equipment (such as thyristor rectifier equipment, variable-rating device, arc furnace, calcium carbide furnace, etc.) is installed, measures to suppress high-order waves should be taken. When it may affect the system and protection, the power inspection personnel should organize relevant personnel to conduct analysis before commissioning. The equipment can only be put into operation after approval.
