Completion inspection means that after the completion of the power supply project, the power supply enterprise organizes the operation, design, construction and other units to conduct a comprehensive inspection and acceptance of the engineering quality of the power supply project according to the completion report and information provided by the construction unit, in accordance with the design drawings, design procedures, operation procedures, acceptance specifications and various preventive measures.
What are the main contents of the completion acceptance?
(1) Check whether the power supply project is constructed in accordance with the approved power supply plan and whether the construction of the project meets the original approved design requirements.
(2) Check whether the civil engineering of the substation (room) meets the specified standards.
(3) Check whether the installation and construction process of electrical equipment and the materials selected for the project meet the requirements of relevant specifications.
(4) Check whether the grounding of the electrical system meets the requirements of the specifications.
(5) Check whether the electrical equipment test is qualified and whether the test unit has the corresponding qualifications.
(6) Check whether the relay protection device test is qualified and whether the protection setting value is adjusted as required.
(7) Check whether the installation and configuration of the electric energy metering device is correct, reasonable and reliable, and whether the anti-theft function is complete.
(8) Check whether the reactive power compensation device is installed and ready for operation.
(9) Check whether the dual power supply locking device is reliable and complete.
(10) Check whether the safety tools are fully equipped and have been tested; whether the fire-fighting equipment is complete and qualified.
(11) Check whether the dispatching communication contact mechanism is established and whether the dispatching communication contact is smooth.
(12) Check whether the customer's substation operation procedures, operation and duty system and other rules and regulations are established and reviewed.
(13) Review the relevant qualifications of the customer's grid-connected electricians and operation and duty personnel.
(14) Check whether restrictive measures are taken for electrical equipment that affects the quality of electricity.
(15) The construction and acceptance of the project shall comply with the technical specifications, regulations and standards issued by the state and the power industry. For customers who have passed the acceptance, the meter installation and power connection shall be organized within the prescribed period.
