Answer: (I) The power supply enterprise and the entrusted transferor (hereinafter referred to as the transferor) shall sign an agreement on matters such as the transfer scope, transfer capacity, transfer period, transfer fee, transfer power consumption index, metering method, electricity fee calculation, construction of transfer power supply facilities, property division, operation and maintenance, dispatching and communication, and liability for breach of contract.
(2) Customers in the transfer area (hereinafter referred to as the transferred customer) shall be deemed as direct customers of the power supply enterprise and enjoy the same electricity use rights as direct customers. All their electricity use matters shall be handled in accordance with the regulations of the direct customers.
(3) The power loss of public lines and transformers supplying electricity to the transferred customers shall be borne by the power supply enterprise and shall not be included in the power consumption of the transferred customers.
(4) When calculating the power consumption, maximum demand and power factor adjustment charges of the transferred customers, the active and reactive power consumed by the transferred customers, public lines and transformers shall be deducted.
(5) The entrusted fees shall be determined by negotiation between the two parties according to the number of entrusted business projects.
